Raipur, 12 December 2021Speaking on the subject of ‘Nava Chhattisgarh Aur Nyay Ke Teen Varsh’ at the 24th episode of his monthly radio programme of Lokvaani, Chief Minister Mr. Bhupesh Baghel said that in last three years, Chhattisgarh has set a new paradigm of development and justice, transforming the identity of Chhattisgarh. Chief Minister started his talk with the greeting of ‘Jai Johar’.

Chief Minister Mr. Baghel said- “My biggest achievement in the last three years is the people realizing their rights and opportunities, witnessing the actual progress in every sector of development, watching their dreams come true. I am glad that I could make some meaningful changes. Today, Chhattisgarh’s model of development is being discussed all over the country and the world. I believe that  when we follow the path of our forefathers and move ahead with reforms without tampering with the old values, we reach the pinnacle of success. In three years, we have made effective and consistent efforts for the upliftment of poor and weaker sections of society like never before. Recently we celebrated Mahaparinirvan Diwas of Babasaheb Dr. Bhimrao Ambedkar on 6th December. 10th December was the martyrdom day of Amar Shaheed Veer Narayan Singh ji and 18th December is the birth anniversary of Gurubaba Ghasidas ji. I would like to salute these personalities and say that our policies have been inspired by their teachings.
People in Chhattisgarh have themselves witnessed and experienced the positive changes in the state and in their lives over the period of last three years. We have created schemes for the welfare of people in tribal regions and plains. With the return of acquired land in Lohandiguda to the owners, we commenced a new chapter of justice for tribal and farmers in the state. Thousands of canceled claims of individual forest rights were brought back in the process after reviewing. We are happy that so far more than 22 lakh hectares of land has been given to the tribal people and forest dwellers, which has become a means of livelihood for more than 5 lakh families.


In Chhattisgarh, the remuneration for collecting tendupatta has been increased from Rs 2500 to Rs 4000 as per standard bag. Three years ago, only 7 forest produce were procured at support price. But we arranged for the procurement of 52 forest produce at support price. Moreover, we have also substantially increased the support price for 17 minor forest produces. Government of India has conferred 25 awards on Chhattisgarh for the procurement of minor forest produce at support price and for processing of the same, for including women self-help groups and for the empowerment of tribal communities. Besides, Chhattisgarh has also been honoured with National Awards for Cleanliness for the three consecutive years. This year, maximum number of urban bodies in the country i.e. 67 have been selected from Chhattisgarh for the national award and once again Chhattisgarh has been recognized as the cleanest state of the country.


Chief Minister Mr. Baghel said that farmers of Chhattisgarh understand the circumstances under which we are working, and they believe that our efforts and initiatives for the farmers are in the right direction. Mr. Baghel said that farming and agriculture are his passion. He has practiced farming since his childhood and so he understands the need and expectations of the farmers. Every crop is like a ladder for the farmer. Lesser the input cost, more is the profit on the output, making the cultivation a profitable occupation. This is the reason why the burden of loans on farmers, the tag of defaulter and the obstacle of arrears were all relieved through the decision of loan waiver.


We facilitated the installation of irrigation pump connections and provided free/subsidized electricity supply for irrigation. Not only paddy, but all the kharif crops, horticulture crops, millets i.e. minor cereal crops have been brought under the purview of input subsidy under Rajiv Gandhi Kisan Nyay Yojana. In the first year, we paid Rs 2500 per quintal for paddy. People tried to hinder this process but we successfully came through and went on to procure paddy at Rs 2500 per quintal. We would continue to provide these facilities in future as well. Our government will stand like a rock with the farmers. No force can deter us from this path of protecting farmers’ interest. We have also welcomed the bumper crop of paddy. More than 105 lakh metric tons of paddy is estimated to be procured this year. We are continuously demanding central government to give permission for the production of ethanol from paddy. As soon as the permission is received, we would commence the production of ethanol from paddy, and the farmers would get the desired price for their produce.


Chief Minister Mr. Baghel said that the Chhattisgarh Model is actually inspired by the idea of public participation, mutual coordination, serving interest of every section of society, honouring the heritage and moving forward together with harmony and peace. We started from Narva, Garua, Ghurva, Bari, Godhan Nyay Yojna and took it to the extent of Multiutility Centre, Rural Industrial Park and Food Park, creating extraordinary resources in villages and forests through agriculture, forest produce, traditional skills and new methods of processing. All our great leaders such Mahatma Gandhi, Nehru, Shastri, Dr. Babasaheb Ambedkar, Sardar Vallabhbhai Patel, Indira ji, Rajiv ji had emphasized on empowerment of the weaker sections. Inspired by their vision, we have put more than Rs.80 thousand crores in the pockets of the people from these weaker sections in a short span of three years.


Chief Minister said that with our effective steps towards value addition to the resources of the state, industrial development in Chhattisgarh has significantly gained momentum. As a result, 1751 industries have been established and 32 thousand 192 people have been provided direct employment in three years. On many posts of government and semi-government offices, permanent recruitment was done after 20 years. The places where there was no provision of permanent recruitment, jobs were provided in one way or the other, and in this way more than 4 lakh 67 thousand jobs were provided. Many sectors such as MNREGA, self-help groups, forest management were linked with employment opportunities through convergence. More than 50 lakh people were provided livelihood through this convergence. In this way we have realized the democratic values and the concept of welfare state as enunciated by our great constitution. Whether it is the Swami Atmanand Government English Medium School Scheme in the field of education or the initiative to constitute 72 tehsils, 7   subdivisions  and 5 districts in the field of administration, the aim of all these decisions is to provide justice to the weaker sections of the society. Chief Minister Mr. Baghel said that our Chhattisgarh model is the model of inclusive development, which has harmony, compassion and participation of all at its core.
