Raipur, September 20, 2024 . Chief Minister of Chhattisgarh Shri Vishnu Deo Sai chaired the Cabinet Meeting today at Mahanadi Bhavan, Mantralaya, where several significant decisions were taken.

 Cabinet has approved the proposal to amend the reconstitution orders of Chhattisgarh State Rural and Other Backward Classes Development Authority, Surguja Tribal Development Authority, Scheduled Caste Development Authority, Mid-Area Tribal Development Authority, and Bastar Tribal Development Authority.

Cabinet has also approved partial amendments in the reconstitution orders of the five development authorities established in the state. These amendments expand the scope of representation in all five authorities. Now, all the ministers of the state’s cabinet, as well as the Members of Parliament (Rajya Sabha and Lok Sabha) and District Panchayat Chairpersons of the respective authority areas, will be included as members. Additionally, the Principal Secretary/Secretary of the Tribal and Scheduled Caste Development Department will also be nominated as members. All other existing members will remain unchanged.


Chhattisgarh State Rural and Other Backward Classes Development Authority
The cabinet has approved the proposed amendment to the reconstitution order of Chhattisgarh State Rural and Other Backward Classes Development Authority. In accordance with this amendment, Chief Minister will serve as the Chairman, and the MLAs of the region will serve as the Vice-Chairman of the Authority. Previously, only three ministers were members of the Authority, but with the approval of the proposed amendment, all the cabinet ministers of the state will be appointed as the members of the Authority. Members of Parliament (Rajya Sabha and Lok Sabha) and District Panchayat Presidents of the area under the Authority will also be included as members. Likewise, Principal Secretary/Secretary of the Tribal and Scheduled Caste Development Department will also be a member of the Authority. Position of the 35 MLAs and other members who were previously included in the Authority will remain unchanged.
Surguja Tribal Development Authority
The order to reconstitute Surguja Tribal Development Authority has been amended. Hon’ble Chief Minister will serve as the Chairman of the Authority, and the MLAs (reserved for Scheduled Tribes) of the region will serve as the Vice-Chairman. Previously, only the Minister for Tribal Welfare and the Finance Minister were included as members. But now, as a result of the amendment, Members of Parliament (Rajya Sabha and Lok Sabha), and District Panchayat Presidents from the tribal-dominated districts of the authority area will be included members of Surguja Tribal Development Authority. Additionally, a maximum of two social workers and experts associated with tribal development (nominated by the state government), the Chief Secretary, Principal Secretary/Secretary of the Tribal and Scheduled Caste Development Department, and the Principal Secretary/Secretary to Chief Minister will serve also as members of Surguja Tribal Development Authority. The 14 MLAs who were previously appointed will continue to serve as members of the Authority.
Scheduled Caste Development Authority
As per the approved amendments, Hon’ble Chief Minister will serve as the Chairman of Scheduled Caste Development Authority, and the MLAs (reserved for Scheduled Castes) will serve as the Vice-Chairman. In place of two ministers, all the ministers of the state cabinet, Members of Parliament (Rajya Sabha and Lok Sabha), and District Panchayat Presidents (Scheduled Castes) will now be members. Additionally, a maximum of two social workers and experts associated with Scheduled Caste development (nominated by the state government), the Chief Secretary, Principal Secretary/Secretary of the Tribal and Scheduled Caste Development Department, and the Principal Secretary/Secretary to Chief Minister will also serve as members. The 10 MLAs who were already appointed as members will continue to serve in the same capacity.
Mid-Area Tribal Development Authority
Chief Minister will serve as the Chairman, and the MLAs (reserved for Scheduled Tribes) of the region will serve as the Vice-Chairman. As per the amendment to the reconstitution order, all the ministers of the state cabinet, Members of Parliament (Rajya Sabha and Lok Sabha), and District Panchayat Chairpersons of the authority area will be included as members of the Authority. A maximum of two social workers and experts associated with tribal development (nominated by the state government), the Chief Secretary, Principal Secretary/Secretary of the Tribal and Scheduled Caste Development Department, and the Chief Minister’s Principal Secretary/Secretary will serve as members. The 12 MLAs who were previously included will continue to serve as members.


Bastar Tribal Development Authority
As per the amendments approved today at the Cabinet Meeting, Chief Minister will serve as the Chairman of the Authority, and the MLAs (reserved for Scheduled Tribes) of the area will serve as the Vice-Chairman. In place of the previously included two ministers, all the ministers of the cabinet, Members of Parliament (Rajya Sabha and Lok Sabha), and District Panchayat Chairpersons from the tribal-dominated districts of the authority area will be appointed members of the authority. A maximum of two social workers and experts associated with tribal development (nominated by the state government), the Chief Secretary, Principal Secretary/Secretary of the Tribal and Scheduled Caste Development Department, and the Chief Minister’s Principal Secretary/Secretary will serve as members. Status of the 12 MLAs who were previously appointed as members will remain unchanged.

 Cabinet has also approved a grant of Rs 4 crore 56 lakh 72 thousand from the Chief Minister’s discretionary fund for 262 individuals and institutions. In another major decision, Cabinet has sanctioned a comprehensive urban development policy (TDS) for the restructuring of land plots and the implementation of approved development plans across the state. The Housing and Environment Department has been authorized to issue guidelines in this regard.

This urban development policy aims to promote the proper development of public utility land proposed in development plans, discourage encroachments and illegal constructions, and resolve the lack of modern civic amenities for urban populations. The urban development plans will be implemented for residential, commercial, industrial, or other purposes.
