Chief Minister Inaugurates ‘Navonmesh Portal’ Prepared by State Planning Commission for Best Practice Compilation

Chhattisgarh Chief Minister and Chairman of the State Planning Commission, Shri Vishnu Deo Sai, held a meeting with all departmental secretaries in his residence office on Monday to discuss the action plan for creating the vision document “Amritkal: Chhattisgarh Vision@2047”. Minister Shri OP Choudhary was also present at the meeting.
Chief Minister Shri Vishnu Deo Sai stated that on the occasion of the 100th anniversary of India’s independence on August 15, 2023, a vision has been shared to transform the nation into a developed country by 2047. It is expected that all states ensure the effective implementation and utilization of state-level policies, programs, and resources to achieve the goal of a developed India @2047. Furthermore, to identify the state’s strengths and devise effective strategies and action plans for expected progress, a vision document titled “Amritkal: Chhattisgarh Vision @2047” is planned to be released on the upcoming State Foundation Day on November 1, 2024.
Shri Sai mentioned that the vision document would include policy and action plans for potential development areas in the state, such as infrastructure development, agricultural modernization, education and skill development, GYAN ‘Gareeb, Yuva, Annadata and Naari Sakti ‘-based development, investment promotion, effective utilization of mineral resources, renewable energy, cottage industry development, effective fiscal and tax policies, encouragement of small and medium-sized enterprises, food processing units, tourism development, health and nutrition, tribal development, rural development, and urban development. Based on this, relevant departments will ensure significant progress in their respective sectors, playing a crucial role in realizing the vision of a developed Chhattisgarh.
On this occasion, Chief Minister Shri Vishnu Deo Sai inaugurated the ‘Navonmesh Portal,’ an online digital platform prepared by the State Planning Commission for collecting best practices. The aim of this portal is to effectively gather best practices in one place, which can then be adopted in other districts and departments. This initiative aims to inspire others to implement these practices in their respective areas of work, thereby achieving better results under various schemes and activities.
During the meeting on the proposed strategy for preparing the vision document, Finance Minister Shri OP Choudhary expressed his views, stating that as per the announcement made in the budget, the Chhattisgarh government is committed to releasing the state’s vision document, ‘Amritkal: Chhattisgarh Vision @2047’ on the state’s establishment day, November 1, 2024.
Shri Chaudhary emphasized the concept of ‘Inclusive Development’ and ‘No one left behind in the stream of development’ for envisioning a developed nation and state. The idea of rapid development in the state is symbolized by ten fundamental pillars. Primarily, GYAN (Gareeb, Yuva, Annadata, and Naari Shakti) will be the focal points of our economic and social development.
He mentioned that the vision document will include sector-specific policies for short-term (5 years), medium-term (10 years), and long-term (25 years) durations. Along with policies, the vision document will also encompass sector-wise implementation points.
In this meeting, Shri Ajay Singh, Vice-Chairman of the State Planning Commission, informed that inputs will be gathered from departments, district administration officials, industry representatives, civil society, youth, and the general public by the State Planning Commission to prepare the comprehensive vision document. Coordination will also be maintained with the NITI Aayog in New Delhi as per the requirement. He expressed the expectation that all departments would actively participate in preparing this vision document.
Shri Amitabh Jain, Chief Secretary of the Chhattisgarh Government, provided guidance to all department secretaries to ensure adequate coordination with the State Planning Commission and to provide necessary data feedback as required. This ensures the participation of all departments in determining the vision document.
In this meeting, Shri Anoop Kumar Shrivastav, Member Secretary, presented the phased action plan and its timeline for the determination of the vision document. Dr. K. Subramaniam, Member of the State Planning Commission, and all departmental secretaries participated in the meeting.
