To meet the remaining target of housing, the state government has made a provision of Rs 3238 crore in the budget for the year 2023-24.
If the Centre does not meet the aforesaid target, the state government cannot approve the remaining houses
Raipur, 02 August 2023/ Chief Minister Bhupesh Baghel has written a letter to Prime Minister Mr. Narendra Modi requesting him to allot the target for the remaining houses of the waiting list under Pradhan Mantri Awas Yojana in the state. Moreover, Chief Minister has requested the Prime Minister to allot a housing target for 8 lakh 19 thousand 999 beneficiary families of Awas Plus in the state.
Chief Minister Mr. Bhupesh Baghel has written in the letter that at present, a total of 18,75,585 beneficiaries under the Pradhan Mantri Awas Yojana are registered in the permanent waiting list (rural) of the Government of India’s Socio-Economic Caste Census-2011 (SECC-2011). A total of 11,76,146 beneficiaries have been approved for housing from the above list till the year 2016-2023. After approval, about 73.5 percent (8,63,567) houses have been successfully allocated under the scheme. Thus, 6,99,439 are remaining on the permanent waiting list to achieve the target. Also, the target of 7,81,999 houses allotted for the year 2021-22 was withdrawn by the Government of India. State Government, through the letter number 5026 dated 18/08/2022, had requested Government of India to reallocate these houses in installments. But till date no response or information in this regard has been received from the Government of India. In the year 2022-23, a target of only 79,000 houses was provided.
In the letter to Prime Minister, Chief Minister Mr. Baghel has drawn attention towards the fact that despite the challenging circumstances of COVID-19, Chhattisgarh has maintained its leading position in terms of completing the housing target. Since inception of the scheme, average annual expenditure for Pradhan Mantri Awas Yojana against the estimated annual budget has reflected the promising performance of the state. He also highlighted in the letter to Prime Minister that to meet the target of 2,36,813 houses approved by the state government in the year 2020-21 and 2022-23, a provision of Rs.3238.00 crore has been made in the budget of the year 2023-24, of which Rs.674.75 crore has been released. The amount of the first installment i.e. Rs 285.33 crore, second installment of Rs 270.66 crore, third installment of Rs 78.77 crore and fourth installment of Rs 19.20 crore have also been transferred to the beneficiaries.
Mr. Baghel has written in the letter that as Government of India did not sanction the housing target of 6,99,439 on the permanent waiting list State Government could not approve it either, and as a result 8,19,999 beneficiaries of Awas Plus were also not approved. Therefore, I request that in addition to the remaining houses mentioned above, the target of housing plus should also be provided to the state, stated Chief Minister. Mr. Baghel emphasized that Chhattisgarh has done a performed commendably under Pradhan Mantri Awas Yojana Urban with its limited resources. Against the 2,62,677 houses sanctioned, 51% houses have been allocated and the process for remaining is in progress. Against the state’s share amount of Rs 2,706.69 crore, state government has provided Rs 2,389.07 crore, i.e. 88%, to be spent on these houses. This shows that the performance of the state under Pradhan Mantri Awas Yojana Urban is commendable. Therefore, in view of the aforementioned facts, Mr. Baghel urged that along with 6,99,439 families included in the existing permanent waiting list (Existing PWL), 8,19,999 families under Awas Plus should also be approved by the Centre, so that the objective of the scheme could be fulfilled.
