No More Road Blockages: Chief Secretary Orders Strict Action Against Traffic Disruptions on Public Roads

  • Public Awareness Drive to Ensure Unhindered Traffic Flow

Raipur, February 27, 2025: Chief Secretary Shri Amitabh Jain has issued strict directives against individuals obstructing public roads for private celebrations, including birthday parties, community feasts, and unauthorized pandals. He emphasized that public roads are meant solely for transportation and any traffic disruptions on public roads will result in severe legal consequences.

Chairing a high-level meeting, Shri Jain instructed officials to enforce stringent legal measures, impose heavy penalties on violators, and initiate an extensive public awareness campaign to curb such disruptions. He made it clear that any unauthorized occupation of public roads will invite immediate action under the Anti-Encroachment Act, Motor Vehicles Act, Municipal Act, and relevant sections of the Bharatiya Nyaya Sanhita 2023. He directed authorities to seize vehicles used in such gatherings, impose substantial fines on organizers, and initiate judicial proceedings against offenders.

To ensure systematic enforcement, he ordered the police department to draft a Standard Operating Procedure (SOP) for immediate intervention and strict monitoring. Law enforcement agencies were instructed to remain proactive and dismantle unauthorized gatherings before they disrupt public movement.

Recognizing the need for public cooperation, Shri Jain directed the Public Relations Department to launch a statewide multimedia awareness campaign via television, radio, newspapers, and social media. The campaign will inform citizens about legal consequences, promote responsible public behavior, and discourage unauthorized events on roads.

He further warned that if such incidents persist, concerned administrative and police officials will be held directly accountable.

Reiterating the government’s commitment to ensuring public order and uninterrupted traffic flow, he urged all departments to work in close coordination to prevent the misuse of public roads.

With these decisive measures, the Chhattisgarh government aims to eliminate unauthorized road encroachments and ensure seamless public mobility across the state.

The meeting was attended by Additional Chief Secretary (Home) Shri Manoj Pingua, Director General of Police Shri Arun Dev Gautam, Inspectors General of Police of Raipur and Bilaspur, Collectors and Superintendents of Police of Raipur and Bilaspur, along with senior officials from the Transport, Urban Administration, Law, and Public Relations Departments.
