Raipur, 13 September 2024// After chairing a high-level meeting over public related concerns with district Collectors and Superintendents Of Police, Chief Minister Shri Vishnu Deo Sai directed immediate execution of the directions rendered in the meeting.

The meeting was conducted on Friday to assess public related significant issues including law and order in state.

Chief Minister said that the problems of the district level should be resolved at the district level itself for this regular Jandarshan should be organized in the district as per convenience.

Addressing the Collectors and Superintendents of Police, Shri Sai emphasized the need for the Collectors to enhance their operational systems by ensuring prompt and effective implementation of the instructions rendered during the conference. He stressed the importance of achieving tangible results from the discussions in the districts as soon as possible.

He stated that cases which can be resolved at the local or district level should be handled at those levels. All Collectors are expected to ensure this by conducting Jandarshan every week. It will be considered the ineffectiveness of the district administration if the case arises in Chief Minister’s Jandarshan organised at state level.
Chief Minister’s Jandarshan will be organized once a month in Raipur, in which only important and state level cases will be preferred.

Chief Minister also said that a comprehensive policy will soon be introduced for the rehabilitation of surrendered Maoists.

The officers should consider themselves as the servants of the people and discharge their duties with full dedication, hard work and honesty. The outreach of the schemes and policies should be accessed by every corner of the state, asserted Shri Sai.
The Chief Minister said that the district and police administration are like the eyes and ears of the government. The image of the government is created by the work of the district administration. Therefore, he said that police should adopt a balanced approach, combining decisiveness in resolving critical issues with a compassionate heart. In order words, Criminals and anti-social elements should fear the police and the weaker sections of the society, women and children should feel safe.

The heads of the district and police administration should have a sense of guardianship towards these sections. Both the Collector and the Superintendent of Police should coordinate with each other and jointly tour the district.

Shri Sai said that discipline is the backbone of the police department. In such a situation, it is necessary that strict action should be taken against the police personnel involved in criminal activities.

Chief Minister stressed that the accused should be arrested immediately in serious crimes related to women and a special prosecutor should be appointed to complete the trial in a timely manner and ensure punishment, if found guilty. Additionally, an action plan should be prepared to ensure that the accused in these cases are punished by the court after completing all legal proceedings within a time limit of three months. Zero tolerance should be followed against illegal liquor, betting, drugs and gambling. On receiving such complaints, the Superintendent of Police will be held responsible for this.

The Chief Minister emphasized the need for effective measures to prevent cybercrime. He highlighted the importance of raising public awareness and ensuring that the police are equipped to manage these crimes. State government will provide the necessary resources and training to support these efforts.
Chief Minister said that accident-prone areas must be identified to prevent fatalities from road accidents. He emphasized the need for public awareness of traffic rules. Collectors should issue timely orders for preventive measures, particularly regarding district banishment, and ensure that these orders are effectively implemented rather than remaining merely on paper. Additionally, proper attention is required for vehicle confiscations and chit fund cases.

The Chief Minister said, “Today the government has completed its nine months. It was a wonderful experience to discuss with all of you on this special occasion.”

Referring to the success achieved on the Naxal front, Chief Minister said that due to bravery, skill and coordination with the paramilitary forces, the Naxalites are being uprooted from the state. It is important to ensure development in remote areas.
Effective implementation of the “Niyad Nellnar Yojana” is necessary in Naxal-affected areas. After the formation of the new government, a joint action plan is being implemented for the complete eradication of the Maoist problem. The successful outcome has been achieved in last 9 months as the security forces have recovered the bodies of 159 Maoists and a large amount of arms and explosives in 108 encounters and around 34 security camps have been established. Due to which a significant decrease has been recorded in Maoist activities. A total four new CRPF battalions have been allotted to Chhattisgarh. Under the development works in remote areas a total of 44 roads and 10 bridges have been constructed.

Chief Minister said that the state government will soon bring a comprehensive policy for the rehabilitation of the victims and surrendered Maoists. The strategy of aggressive action to earn the trust of the common people in the Maoist-affected areas and to eradicate the Maoists will continue.
Chief minister emphasised on regular policing, quick resolution of people’s problems, transparent working system of the police towards establishing good governance.
Chief Secretary Mr Amitabh Jain, Additional Chief Secretary Home department Mr Manoj Kumar Pingua, Director General of Police Mr Ashok Juneja, Secretary to the Chief Minister Mr Rahul Bhagat, Mr P Dayanand, Mr Basav Raju S and all Divisional Commissioners, Inspector General of Police, Collector and Superintendent of Police and other senior officers were present in the Collector-SP Conference.
