Chief Minister Vishnu Deo Sai Launches Short-Term Loan Against Salary Scheme for Government Employees

Major Initiative to Strengthen Financial Security and Employee Welfare

Raipur, July 8, 2026/

Chief Minister Shri Vishnu Deo Sai launched the Short-Term Loan Against Salary Scheme for government employees at Mahanadi Bhawan on July 8. On the occasion, he also unveiled the scheme brochure. Describing it as a significant initiative towards employee welfare, good governance and a sensitive administration, the Chief Minister said the scheme aims to provide government employees with dignified, prompt and hassle-free financial assistance during emergencies.

Chief Minister Shri Sai said that government employees are the backbone of the state’s development. He said that when employees are free from financial worries, government schemes can be implemented effectively to benefit the last person in society. He added that employees will no longer have to depend on private moneylenders or borrow at high interest rates to meet emergency financial needs. Keeping their requirements in mind, the government has developed a system through which eligible employees can avail a short-term loan against salary without unnecessary paperwork.

The Chief Minister said that the Finance Department has integrated the facility with the e-Kosh system through effective use of information technology. He said the system is completely digital, paperless, secure and transparent, and does not impose any additional financial burden on the state government. Congratulating the Finance Department for the initiative, he urged all government employees to actively contribute towards the vision of a developed Chhattisgarh and good governance.

Finance Minister Shri O.P. Choudhary said that under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government is giving the highest priority to administrative reforms and employee welfare. He said that after introducing the cashless medical facility for employees, the government has now launched the Short-Term Loan Against Salary Scheme to provide interest-free financial assistance for immediate needs. He informed that within just two months of the pilot phase, more than 73,000 employees had registered for the scheme, while over 27,000 employees had already availed its benefits. He added that the government also plans to provide higher-value loans at competitive interest rates to employees with better credit scores in the future.

State Convenor of the Chhattisgarh Employees and Officers Association Shri Kamal Verma expressed gratitude to the Chief Minister and said that the scheme fulfils a long-standing demand of government employees by providing dignified and timely financial assistance during emergencies.

The scheme will operate through an integrated digital platform linked with the e-Kosh system. Employees will be able to apply online through the Employee Corner of the e-Kosh portal. Following e-KYC, digital authentication and consent verification, loan approval and disbursement will be processed promptly. According to the Standard Operating Procedure (SOP) issued by the Finance Department, the system ensures high standards of data security, privacy and digital authentication.

Chief Secretary Shri Vikas Sheel, Special Secretary of the Finance Department Shri Chandan Kumar, Secretary of the Public Works Department Shri Mukesh Bansal, Director (Budget and Finance) Shri Rishabh Parashar, President of the Chhattisgarh Ministerial Employees’ Association Shri Chandrakant Pandey, along with a large number of officers and employees, were present at the programme.
