Budget Sankalp 2026–27: A Strong Foundation for Investment, Industry and Employment-Based Self-Reliant Chhattisgarh — Commerce and Industry Minister Shri Lakhan Lal Dewangan

Raipur, February 25, 2026. In a strong endorsement of the government’s fiscal roadmap, Commerce, Industry and Labour Minister Shri Lakhan Lal Dewangan has described the State’s Budget Sankalp 2026–27, presented under the leadership of Chief Minister Shri Vishnu Deo Sai, as a historic, balanced and visionary budget aimed at transforming Chhattisgarh into a developed and self-reliant state. He expressed gratitude to Finance Minister Shri O.P. Choudhary for presenting this people-centric and development-oriented budget.

Shri Dewangan said that the budget, with an estimated outlay of Rs 1.72 lakh crore, presents a clear roadmap for strengthening the State’s economic framework through investment, industrial expansion and large-scale employment generation. Keeping in view nearly 60 per cent of the State’s working population, special emphasis has been laid on the expansion of the industrial and services sectors, which will create extensive direct and indirect employment opportunities.

He stated that the State’s Industrial Development Policy 2024–30 is employment-focused. In the past year, nearly 1,000 industries were issued production certificates, resulting in investments of over Rs 8,000 crore and the creation of more than 15,000 jobs. This reflects a strong signal of an investment-friendly environment and growing industrial confidence in the State.

The Industry Minister informed that Rs 250 crore has been earmarked for the establishment of 23 new industrial areas across the State, including Matiya (Kasdol), Birkoni (Mahasamund), Chhati (Dhamtari) and Bangaon-B (Pathalgaon), among others. A provision of Rs 200 crore has been made for preparing a land bank for new industrial areas, while Rs 750 crore has been allocated for grants and reimbursements to industries — marking a significant increase compared to previous allocations.

He further said that the State’s first four-storey plug-and-play factory is being developed over 17 acres in Kachna, Dhamtari district, which will prove highly beneficial for micro, small and medium enterprises. A provision of Rs 25 crore has been made for the construction of a Convention-cum-Exhibition Centre at Gram Tuta, Nava Raipur Atal Nagar; Rs 10 crore for a commercial complex in Bhilai; Rs 10 crore for Electronic Manufacturing Cluster 2.0 at Patewa (Rajnandgaon); and Rs 20 crore for Industrial Facilitation Complexes in Nava Raipur Atal Nagar and Rajnandgaon. These initiatives are set to accelerate the State’s industrial infrastructure development.

Shri Dewangan said that through Investor Connect programmes organised by the State Government in Raipur, Delhi, Mumbai, Bengaluru, Ahmedabad and Osaka in Japan, investment proposals worth over Rs 8 lakh crore have been received, reflecting Chhattisgarh’s industrial potential and growing global confidence.

He added that under the Ease of Doing Business framework, reformative measures such as the Single Window System and the Chhattisgarh Jan Vishwas Act are ensuring a smooth, transparent and encouraging environment for industries. The Industry Department’s budget, which stood at Rs 648 crore in 2024–25, has been increased to Rs 1,750 crore in 2026–27, underscoring the State Government’s clear commitment to industry, investment and employment generation.

Shri Lakhan Lal Dewangan said that “Sankalp 2026–27” is not merely a budget, but a concrete resolve for inclusive growth, industrial progress and the creation of a self-reliant Chhattisgarh, which will provide new direction and fresh momentum to the State’s development journey.
