Raipur, October 10, 2025: In the wake of the recent incident of misconduct, scuffle, verbal abuse, and vandalism at the Chhattisgarh Samvad office in Nava Raipur against Additional Director (Public Relations) Mr. Sanjeev Tiwari, a joint delegation of the Chhattisgarh Employees–Officers Federation and the Chhattisgarh Public Relations Officers Association called on Chief Minister Vishnu Deo Sai today. The delegation submitted a memorandum, stating that the incident was not merely an attack on a government officer but a direct assault on the institutional dignity and discipline of the state administration.

Federation convenor Kamal Verma termed the matter “deeply alarming,” highlighting that cases of blackmail and intimidation under the guise of journalism is rising across the state.
“Freedom of the press is the soul of democracy,” he said, “but creating an atmosphere of fear and coercion in the name of journalism is an insult to the profession itself — and a betrayal of both society and the administration.”

Mr. Verma urged the Chief Minister to enact a strong Protection Law for Government Servants, so that officers and employees can perform their public duties without fear, and anti-social elements indulging in intimidation face severe punishment. He also requested tighter security across all government offices — especially in Indravati Bhawan — including the installation of advanced screening systems at every entry point. He emphasized that officers and employees at every level, from the state headquarters to the block level, must be ensured a fearless work environment.

Balmukund Tamboli, Spokesperson of the Chhattisgarh Gazetted Officers’ Association and President of the Chhattisgarh Public Relations Officers’ Association, said that storming into a government office, engaging in violent behavior, hurling abuses, and issuing death threats are “acts utterly unacceptable in a civilized society.”
He said that such incidents spread fear and insecurity across departments, demoralizing officials and hampering administrative efficiency. “The Public Relations Department acts as a bridge between the government and the people,” Mr. Tamboli said. “Its officers play a leading role in communicating government policies and maintaining dialogue with the media. Attacking a PRO in the name of journalism and threatening him is not only against the spirit of democracy but also an insult to the government’s dignity.”

The delegation informed the Chief Minister that the individuals involved in the misconduct have faced punitive action in the past in several cases. These elements, they said, continue to threaten officials openly under the shield of journalism, and strict action against them is urgently needed.

Chief Minister Vishnu Deo Sai assured the delegation that the matter would be dealt with firmly. “Rest assured,” he said, “action will definitely be taken — and no offender will be spared. The state government will not tolerate such acts under any circumstances.”

Those present in the delegation included Additional Directors J. L. Dariyo and Umesh Mishra, Joint Director Pawan Gupta, Deputy Director Ghanshyam Kesharwani, and several other senior officials of the Public Relations Department.
